Good news is that a bunch of european leaders are meeting in 2 days (march 2nd) to discuss the Ukraine/Russia war. Hopefully Europe actually holds Putin accountable for the war they started since trump certainly never will.
"The people" you are referring to has a name. You are talking about Trump. The single most prominent figure in the world telling Europe the trouble they were getting themselves into via their energy reliance on Russia was US President Trump.

I think you can count on that. Europe will pass a resolution to say Putin is responsible. They won't do much beyond that, but if all you want is for Europe to say Putin is accountable for the war in Ukraine, I think you won't be disappointed.
