Yes but I think the tie breaker only matters after the balls have been drawn. Both teams have equal chances at hitting the lottery. The coin toss would then decide who goes 4 and 5 if neither team hits the lottery.

If the ping pong balls don't spilt equally then they will flip a coin, and that coin flip will decide order if none move up.
