So he won or is this just the primaries?

Primaries. Although given that the incumbent had an absolute majority it looks like Mr. Ballou has his work cut out for him.

Also, why was turnout so low in District 3? Are there a lot fewer people who live there? If Ballou had run in District 1 he would have come in fourth.

Understatement of the year. I will say this though: Rechtenbach has eight years of name recognition and service to the city, while I am fairly new. I knew it would be an uphill battle when I started, but I'm confident that I will win out -- not because I'm a cocky prick (which I surely am), but because I think he's underestimated me and will continue to do so in the coming weeks.

Simple, really: Jerry thinks he has this in the bag. He didn't put signs up, for example, until the week before the election. I doubt he knocked on a single door. On the flip side, I underestimated how much time is required to actually get out and talk to people, and therefore only got to visit with 100 or so homes/residents. In the next six weeks you better believe I'm going to be knocking an *** load of doors and handing out mad literature.
