Ali’s wife is pretty much a selfish, whorish, devil.
And I fully expect that at some point we’ll learn everything that we’ve seen will be shown to be a misrepresentation of what actually happened given Ali’s dementia, which started pre-1990.
He’s our lens and a narrative is really only as reliable as its’ narrator, even if it’s not from his actual perspective.

I mean, I assume there is some kind of twist, but it seems obvious Hoyt Industries runs some kind of pedophile ring and they have a lot of the town bought off.

O’Brien was a creep. Had been ****ing Lucy since they were kids (hence milestone comment)...he’s the father of the girl. But I don’t think he’s involved.
Lucy likely wanted money. Maybe told kids to go to woods. Hoyt creeps were there. Boy tried to stop them and was killed. Mom placed him in communion position. Girl somehow escaped in woods and realized she couldn’t go home because of mom. Went to Hoyt because he’s powerful and can help people. Brought her in. Pink room. She eventually escaped, went to the shelter, and met up with the Ardon kid (truck) who was the boy who liked her when they were little kids. She lives with him. But she’s had a ****ed up life, they’re poor, it explains the shoplifting. She also calls the hotline because she’s found out Purcell is not her dad. Dan O’Brien was her real dad. Hence Lucy’s parents comments at the funeral in episode 1 and O’Brien’s comments at the diner about sharing a milestone with Lucy.

Also, I think the "not my dad" thing is about the police guy. I think hes part of the ring and abused her in the pink room as her "dad"
