Predicting it won't be called terrorism in America if the shooters are German

How you respond and investigate a couple of crazy people with their own agenda is going to be different than how you respond to a couple crazy people that were executing the agenda of an organized group. Nationality isn't what is important. If there is a larger group behind the attack it's terrorism. If it's just two assholes then your national police(such as the FBI)can investigate it, if they're part of something bigger then it gets kicked up to intelligence agencies.

That's my understanding of how they do things
 
These dudes seem like they need some training.

Huddled together in reflective vests and balaclavas doesn't seem like the best way to go into an active shooter situation.

They're btw all wearing vests under their neon shirts.
If you ask me they're either BFE+ or SEK officers who just happened to arrive first and had to improvise/were mainly there to evacuate the civilians in the mall.

Maybe it were just the first to respond to the emergency and were doing investigations without uniform nearby.

Apparently the shooter was a 18 yr old German of Iranian descent. Whatever that means.

Are they pointing their guns at civilians? They all have semi-automatic rifles and balaclavas, I doubt they just had those on them. It does look like they had to improvise. Which is kinda the same thing as saying they don't look prepared, or that maybe they need some training for this kinda situation.

Or maybe they are exactly well trained for this situation where they can react the fastest and are confident without running around layered like an medieval knight.
If you look at the situation on the picture and the fact that a journalist captured it, they could have just grouped/regrouped/talked through the next steps - probably in safe distance when you factor in the camera...
If you're undercover/without uniform in a civilian car and clothes at work for various reasons, you still have a bulletproof vest and those neon vests in your trunk that help you identify yourself as a cop to everyone else if necessary.
Half of them wear sneakers. But ask yourself: Do you want a cop to react in such a situation to first change the dress and shoes or do you want a cop who's 3 min faster where he can actually help, even if his equipment isn't the best for the situation(I'd still argue that missing knee protection and lack of proper boots are very rarely going to make a difference)

I'd prefer a faster response time if I needed help as a civilian I suppose.

Your source?? Every source I've seen says the shooters were anti-immigrant
