He's attempting to put himself above the law. I believe he will fail in that strategy, but the effort invariably involves enhanced authoritarianism. So one stands up against that, one takes a stand.
There is an assumption here, that taking a stand against authoritarianism is what a responsible citizen should do. As Franklin said, " a republic, if you can keep it".
An educated electorate, educated in the ways of a demagogue, knows when to take a stand. An uneducated electorate risks becoming part of a cult. Some have eyes to see and ears to hear, and some don't. A person has to recognize what is happening at the time, not when history renders a judgement.
