So you think the government should force businesses to not have rules they want to try and minimize risk to their customers? Businesses can't choose? You think anyone should be able to act however they want regardless of the risk to others? Do you think freedom of speech should be taken away from people? They can't speak out if they don't like something?
Yes, chances are they aren't sick. But putting on a mask is pretty easy and has no downside. Chances are I can drive safely home drunk. Do you think I should be able to without consequence?

Issues aren't black and white. Frankly I think these customers are very rude and I would say something to them if I was there. But the fact you can't see two sides says everything about you.
Went out yesterday. What I saw was an utter and complete farce. People that wear the mask but only over their mouth. People with the mask around their neck because they are on the phone. People with no mask. One woman that had a mask only covering her mouth sneezed twice with no attempt to cover her face while sneezing. Another guy with no mask sneeze. All he did was turn his head to the side. What a joke.
I know they say the move to nursing homes was CDC guidance, but it seemingly flies in the face of conventional wisdom. Definitely a 'WTF' moment on the parts of the feds and governors.
