The witnesses even say so, there's just not enough evidence yet. That is what an inquiry is for. There is literally a text from Hunter(this ties into Burisma btw) . There is a lot of evidence but nothing that is going to hold a president accountable. Now that there is an inquiry getting bank records and more witnesses and Joe fake aliases emails is a must of something of this magnitude.
