No, the talent in the D-League is higher. Different systems, and different objectives. There are players in College who could put up crazy numbers, but its all about getting the team wins and showing the entire game.
Honestly, the whole talent war does get pretty political starting in the AAU and amateur basketball teams. I've played against D1 players from New Mexico, Marquette, (not to mention Arizona, where I was at school... played with a lot of those guys, back when folks like Quinn Tebbs (sp?) were getting washed out of the program). While they are certainly good/great players I still think the best player I have every played against actually went to school at Pima Community College, then on to the USAF. He was being looked at by Arizona for a scholarship, but in some pickup games he destroyed one of Arizona's players. The talked about offer from Arizona never came. He ended up going to the USAF, and now that he's out he's trying to get into the D-League but can't (he's already 28... pretty tough age to get in there, and he's also a classic tweener as a 6'4" shooting guard).
So much of basketball is politics/networking/etc it's crazy. I still think that AAU is the reason players have no fundamentals these days because it's all about parents checking out stat sheets after a game. I ref'd a game there once... had parents from the loosing team come up after the game and threaten me because I just destroyed their child's life after their team lost in front of some College scout.
There are some programs like Duke and Arizona that recruit specific players with specific skills AND character, and then spend time developing them to fit into the system. There are others (*cough, Kentucky) that are mercenary shops. D-League is a developmental house for the NBA. I just don't think you can compare the two. It's a whole different world.
