By high 1st, you mean #23, right?It also appears from the article that the Jazz will be the single affiliate for the Stampede instead of the arrangement they had this past year with Bakersfield. It makes one wonder if the Jazz are going to sign a bunch of undrafted free agents or DLeague vets, take them to camp, waive them and then assign them down and it would appear that the high first round draft pick would be a likely candidate to play in the DLeague.

You can only assign three players to your D-League team, IINM. The rest of D-League players actually have contracts with the league, which allows them to sign with any NBA team and have the D-League contract terminated. So you can't "horde" talent and have their rights remain with the parent team. It's a different structure than minor league baseball, for example.
The single affiliate model is attractive to NBA teams because it gives them control over coaches and thus, playing style and minutes for their assigned players. The single affiliate is also key if the NBA is going to make it a true minor league system in conjunction with the raising the draft age and college players having to stay 2 years instead of 1. NBA also wants to increase salaries in the D-League to avoid having the talent go overseas after summer league or training camp cuts.

The rest could be guys that the Jazz would like to have play in their system and if an injury or trade occurred could be called up and would know the system. I know this would apply to the rest of the league that is not on an affilated contract.
