Wait a second. Our intelligence community did point out the Russians were interfering in the election, prior to Election Day. They did issue a joint statement by the various intelligence agencies, and to that effect.
And, more to the point, Obama requested a joint resolution be issued by Congress condemning the Russians. And who objected to that? Mitch McConnell, that's who. And why? He told Obama that if Obama pushed for such a resolution, he would accuse Obama of trying to tip the scales in favor of Hillary Clinton.
Obama also told Putin to his face to knock it off. I forget, at this point, where that took place, but must have been a meeting in Europe. It was a brief encounter, and a photo was published at the time showing Obama and Putin staring each other down, with Obama looking quite angry.
Now, having said that, Obama did not push the joint resolution idea, after McConnell said how he would respond, in part, I believe, because he assumed Hillary was going to win the election regardless of Russian interference.
