First and foremost, it's important to note the the new CBA will be different than the current one, so this is as pure conjecture as it gets. However, CBA's generally are revised versions of previous ones. Assuming the necessary parts of the existing CBA continue, here it is:
GET DWIGHT HOWARD
The Jazz wouldn't have the requisite cap space to go after him outright, but it would be the last year of Jefferson's deal so you could conceivably use him in a sign-and-trade or possibly dump his salary to end the year. You'd start the year with Deron, Bell, Hayward, Millsap, Howard, and possibly an as-yet picked 1st rounder under contract with some exceptions leftover (there has to be a provision for some kind of exception, I can't see minimum contract exceptions going out the window) to fill out the roster.
With Millsap showing he has range (I don't know why he doesn't shoot more 3s, though I'm hardly complaining), the Jazz could replicate the spacing that the current Magic create with a much better PG (and possibly facilitation system in general if Hayward develops) with younger and more defensively able players. Unlike the Heat who put all of their chips into star power with hardly a care for a balanced roster, a team built on Williams and Howard is instantly one of the strongest duos the game has seen (by being better than the sum of their parts from working well together, as oppose to James and Wade competing for possessions) with skill-sets that perfectly mesh with each other's in nearly all facets of the game with strong players around them as well.
