Gabbard has the support of self-declared white nationalists, so this is not a case of "calling every conservative a white nationalist", it's about actual white nationalists.
What has she done to garner White Nationalist support and how are you gauging that support?
As for the "what", people have various ideas, but who knows for sure?

I generally agree, however I do believe there is a difference between permitting and promoting.
I agree that if the id doesn't want to wear girl's clothes, he shouldn't be forced to. Is that what you meant by "promoting"?

I take this as Russia prefers a non-interventionist President of the U.S.. Many white nationalists also prefer an isolationist President.

And on top of this I would point out an interview of hers that I watched this morning where she states that being a non-interventionist President doesn’t mean being isolationist. The US can still be influential in the global scene by other means than war. I firmly believe that any military intervention should be approved by the People’s representatives in Congress. Let’s lead by example, not by force.
