I'm pretty sure they changed a rule where winning a division doesnt guarantee you home court in the first round, its all based on records for the seeding.

The team that has the better record between the 4th and 5th seed gets homecourt advantage, but a team that wins its division is placed no lower than 4th in the seedings. It's a bit weird.
