Why is that? Seems like most of the changes they made (for example stiffer luxury tax penalties and more revenue sharing) were designed to do the opposite.
The only remaining thing that in my opinion makes it really hard for small markets is having max salaries. That means that if you don't have one of the top 5 players in the league you are paying the #6 - #30 (or so) players in the league as if they WERE top 5 players in the league. And that combined wit the cap & luxury tax really makes it tough on anyone who doesn't have one of the top 5 players.

At first I balked at removing the player maximum salary, but now I want the player maximums to be eliminated. I see it as the only way the jazz will be able to compete. In this scenario every team gets a regulated amount to spend (salary Cap), a team can spend it all on a super star, and role players or a team can pay respectable amounts to a few quality players that compete as a team.
