I've seen this graphic. It's based on government mandated time off, or in our case national holidays that aren't actually mandated.

So?

The point of the graph is to distinguish differences in PAID time off - in the case of the US, there is no requirement that employers pay their employees for holidays they are "required" to take because the employer is closed for business due to a holiday.
