well, you should correct it to "everyone on Jazzfanz"... I visit a lot of other team forums and never seen somebody raving about how fast Exum is. But most agree that Westbrook, Wall and Shroeder for example are fast.
National broadcasters always comment about Exums speed as well.
 
While i still think his ceiling is something similar to Shaun Livingston- long wing off the bench who can add to a good team, we still need to see some more consistency in order for him to reach that point.

In 14 games last year PER was 16 with a TS% of 56%.

Through 6 games this year, PER 12, TS% 51%.

Ideally for a guy like him who just isn't that great- but defends really well and can switch, etc to make up for a general lack of production, I'd like to see him settle in somewhere in between- 14-15 PER, TS% of 54-55%. I can be happy with that production for a guy who defends as well as he does.

Lol journalists who sit court side and watch all the players up close and in person wax lyrical about his speed.
Training camp reports that he is eons ahead of all other Jazz players in speed drills.

Mitchell left him in the dust in 3/4 court sprint during combine. And that was before Exum blew his ACL.

Again, combine is occasionally wrong.

And you have proof of that? They use outdated technology to record things? Or they specifically messed up Exum's time to drop his draft value? I am trying to understand what kind of conspiracy theory you are trying to sell here.
