That's Danny Ainge work. He has worked it out to do a sign and trade so he could get a trade exception. Danny ends up with the better player, a trade exception worth 17 million (ish) and unloads a streaky backup before he had to overpay him.

Charlotte has no other choice, because they are capped and without a pg. Ainge probably told them what Rozier would be paid.
