It seems to me that the state is going about this the wrong way.
I think they should have had an open bidding process from communities. Let them include different levels of payments in lieu of taxes. Take the best bid.
Payments in lieu of taxes is when one level of government pay another for the use of land. Government land isn't taxed so the payments help offset the lost property taxes.
Personally I think the state should pay a community when they move in something like a prison.
