Didn't Bill Clinton just go rescue a few "hikers" from a NK-kidnapping just a few months ago? Or was it a different ex-prez?

Clinton went and got a couple journalists about two years ago that had been sentenced to 12 years hard labor. But other than that, you had all the details correct.

What is driving their new intuition/hope? I really doubt North Korea body snatched 180,000 foreigners from that part of the world like the story cites. I'll bet most of those people ended up on the harvested organ black market via the Chinese based on what I know of the area. Hopefully not in this case, but that would be the most likely scenario generally.
