It shouldn't. DeRozan is a 2 time all-star and has averaged 20+ 3 season in a row. But more importantly:
DeRozan is the best player on a 50+ win team.
Hayward is the best player on a 9th place team.

DeRozan would beat Hayward 1v1 IMO. If they played to 21, 10 times I'd think he'd win 7 of em. Hay's defense is much improved but DeRozan's 1st step is extremely quick, he can still leave him in the dust..

DeRozan is getting the max because a ton of teams will have cap-space vs how many max players there are in FA.
How many teams will have max cap space vs how many max players will be on the market in Hayward's FA year? These things matter.
DeMar averages 15-21ppg vs every single team in the NBA over the course of his career..
Hayward has a list of teams he scores 12ppg against, and a few of them are in the West(Golden State and San Antonio...)

How much money a player gets is directly tied to what else is available on the market and how many teams have money.
Example (simplified): If 9 teams have money available to offer a max contract and there are 10 players worthy of the max, one player is most likely not getting the max.
So the list was a ranking then?
