The Bureau of Land Management, if properly checked out, would likely prove to be a racist outfit. No where near enough blacks on the payroll. Even in the Southern Nevada unit that oversees Clark County. And, likely the administration of the Homestead Act over the hundred and fifty years of its history, is woefully off target on proportionate treatment of the races. The native Americans were long denied access to it at all on the claim they were not real "citizens" and belonged on the Res. Pretty sure blacks were sorta on the outs too. Well, maybe except for Kansas and South Dakota, where I've been told there were a lot of blacks who proved up on the Homestead Act allotments.

So the case there is even more clear-cut. You got this Nazi criminal thug George Soros spending millions via bitcoin dispersals to organize a racist outbreak intended clearly to put blacks' lives in jeopardy by inciting them to do violence against the police.

It's a sort of plantation, an urban plantation, with managers doing the rounds to keep them voting for racist dems each election, helping them to register and get out to the polls and such, but pretty much "owned" by the dems.
When I was a kid, Bullet, some Bundys lived right across the street. Cliven is their cousin. Used to play neighborhood games. One of those was my boss in a chemistry lab some years later. They're not actually stupid people.
We have Paiute Indians who used to come in from the City Park when it rained(rarely, admittedly), and I'd find them there when I went out to milk the cows. When they were there, mom used to send me back with a plate of bacon, eggs, toast, and a pitcher of orange juice. Once in a while there were some blacks who showed up, too.
I don't think you appreciate the idea as it appears to people who have access to the land, who can put some cows out to graze, to go into town and see a whole street of black folk sitting on their doorsteps doing nothing. We got a big country. Why the hell wouldn't the blacks be better off running cows on the land instead of hunching over the welfare lady's desk filling out stupid applications????
welfare, being on the dole..... and kept off the land.... is indeed our modern slavery.
