Why, no, it has not. It looks at first glance as though there were schools, generally what we would consider elementary schools, from the 1600s, although they were not free. The first public high school was opened in Boston in 1821. By the end of the 19th century, public secondary schools outnumbered private ones.
So, yes, the line has been moving steadily to the right for the entire history of our country.
Okay. So if systems change to meet the needs of society, why shouldn’t our current system change to meet the needs of the 21st century?
