I think he was blaming trump for firing people that handle this type of thing and cutting funding and for responding later that he should have.

Considering political appointments and the general DC bureaucratic partisanship, exhibited so well in the impeachment hearings, maybe he should have. Obama didn't give a crap about qualifications, the decision criteria for hiring or appointments was political. Obama wasn't one of those cerebral collegiate with objective scruples, he was a clean-cut political hack, a bootlicker for whoever seemed relevant at the moment, and corrupt to the core. He and his "handlers" worked a number of very profitable market manipulations, and as a true "America Swamper" he gave loads of cash and other aid to his political project helpers, like Iran. And he got loads of payola from those who needed his favors. Obama was, I think, the spider working the web of the DumpTrump scandals, with plausible deniability of course. Still, his agencies looked the other way when Hillary and the DNC were buying the Russian dossier, when Hillary did her deal on the Uranium Russia wanted to buy, taking millions into her Clinton Foundation/Political Slush Fund in exchange. Obama used the illegal private server to do government business with Hillary, and his FBI goons saw that it would not be prosecuted, permitting the destruction of all the evidence on her cell phones and computers and servers.
All in all, Trump needs to be even more thorough in cleaning house and removing malevolent and lawless bureaucrats from our government agencies.
And, by the way, Trump didn't just fire the do-nothings, he got people who would actually do what's needed onto the job.
