You're being kind. Take away his shooting and he's below average.Problem is Burke's game relies too much on him making shots. He isn't a natural passer of the ball nor can he drive and finish easily (both of which is what MCW does well). He also isn't a very good defender with limited physical attributes, so he can't hang his hat on that neither.
Take away his shooting and he's pretty average, unfortunately.

This.I'm not sure he's even a rotation player if you take away his shooting.
Hard to take away what he never had. Pretty good sample size over 70 games last season and two summer leagues, particularly the last SL when he should have looked like an all-star playing against scrubs and rookies.
