I don't quite get the Jazz waiting for another team to make an offer, versus making a strong offer to just get it done. It seems like this strategy backfired with Wesley Matthews and almost backfired with Millsap.

I think they probably DID make a strong offer, perhaps even an increase over last summer's deal. But it takes two to get the deal done. If Gordon's agent is telling him there are teams out there willing to pay him the MAX, why would he sign for $15M cheaper with Utah (or $10M or $5M)?
