How can you lock up a player that doesn't want to be locked up? It takes two to agree to a deal. You contradicted yourself. If a "league is designed to overpay RFA's", why would Hayward agree to be locked up last year?
Well, I am basing my comments based on the information in articles last year that stated Hayward was willing to re-sign for less than the max. If that wasn't true, and they couldn't have gotten him for 13-14M, then I retract my comment. However, the Jazz had the ability to offer him an extra year, which would provide him with more guaranteed $$$.

If that is true, we could have secured him for a lower amount, and possibly with incentives like what Favors has.
