This is what Hur stated, and we really don’t want to suggest Hur must be part of the Deep State plot against Trump. Hur gifted MAGA what he was able to gift them, but he understood the huge difference between Biden’s and Trump’s response to the investigations, and could not gift them indictments. But he was willing to say Biden would appear as an old man with memory problems in front of a jury, even though he had already concluded that there was no reason for Biden to be indicted and sit in front of any jury in the first place! So why describe how a jury would respond to his fictional appearance?? So Hur did what he could to gift something to Republicans, and Garland can blame himself for picking a Trump supporter, because silly Garland wanted to appear “fair”.
