I think the main reasoning is that it is hard to tank with Kessler as he single-handedly raises the defensive floor of the Jazz. If you can get appropriate value for him (which you probably can't) it might make sense to deal him to maximize your lottery chances.

I don't think we should do that, but that is the reasoning. Kessler will probably lead to more wins this season than any other player on the roster.
