Really? Never heard that. Most buyouts that I have heard are not close to that. Maybe the exiting team gets a vet minimum off the deal or something like that.
 
Buyout probably depends on the difference in what the player thinks he can make with another team and his current salary; otherwise there's no incentive for a player to accept it. Deron comes out pretty even. When Bell was trying to negotiate his exit from Utah, he wanted the full amount, no doubt because he was uncertain anyone would sign him.
