Exum didn't show much until now. He mostly played like he was afraid and didn't look like a top 5 pick at all until now. He has a long history of injuries. It may improve or not, but I don't see anything that tells me Jazz will pay him more than 6 or 7 million $, and even that is mostly based on potential.
If he doesn't want to sign an extension, then just give him the qualifying offer.
If any team wants to pay more (unlikely since he didn't show much), then let him go. Anything over 7 or 8 million $ is just too much in my opinion. You'd have to let him go.
Exum only played 148 games in his career due to multiple injuries. He's -3,3 BPM for his whole career / -1.0 VORP. Advanced stats are bad, raw stats are bad too. No reason to pay here.
