Restructure him and give him 23 million this year and about 15 for the next 3 years. That is as good as giving him a 3 year 60 million dollar deal and gets him at a lower price. Do a similar thing with Favors where he is only making 20 million after next year. That way you are able to keep Hill, Hayward, Hood, Favors and Gobert. Hill 15, Hood 25, Hayward 30, Favors 20, Gobert 25. That is about 115 for 5 players (2018-2019) which will likely be just above the Salary cap, but not into luxury (projected 102 for 2017-2018 right now). Trade Burks and improve your draft pick next year to help with depth. If Exum blows up in the next 2 years, you may have to make a decision between him and Hood.
If I was George Hill I would be thinking I would get 15 more this season and be giving up about 21 over the next 3 years. So a net loss in potential income of 6 mil. The security would probably worth it. Though we would need to move on from other salary.
I get trying to max out your salary, but at some point you need to be where you are happy and are going to accomplish something. Going to some place like Sacramento is not worth 3-4 million a year if you are earning essentially 20 million a year. Jazz have something going, and can conceivably keep the core of this team together the next 4 year (at least the 5 starters).
If they restructure, the total value of this year + his next 4 will be upped compared to the first 4 of a 5 year contract at the end of the season. Otherwise it will make little sense for Hill, as another contract negotiation in 2021 would probably not favorable for him if his body lasts that long.
Let's say a 5 yr contract would be 5 yr 100 million. Thats 80 over the first 4. Then a potential restructure would look like this:
13 extra this year + 76 over the next 4(19 per), resulting in a total extension value of 89 for him. He knows even at age 35 someone might throw 5 at him as a 6/7th man as long as he hitts the 3 ball close to 40% and his length will also compensate for aging to a degree.
So the whole 5 year value in that situation would be 94 for him compared to 100 next summer. Still a net-loss for him of 6.
That's the tricky part of the whole equation. Unless they do some nice frontloaded package the avg of 1 less a year will not be significant for the Jazz payroll. And as highlighted even then he still loses out in the long run because of the current CBA that doesn't allow player-friendly extensions 95% of the time.
Another good thing for him financially in a front loaded package is that inflation works in his favor if he and his advisors invest their new contract and the provision that comes with it in a smart way.

I just dont think we can afford to give Hill 20 million if we have any belief that Exum will be a player for us. I dont want to go into Exum's last year of being on a rookie contract and still have questions as to what he can be. Hopefully Exum can start balling out before the year ends to make it obvious he needs to be the starter next season.

I'll bet you any Pacers fan wishes they had Teague AND Hill. Hill can play either guard spot. His role is secured, regardless of Exum.
