Now, I am not saying that the ruthless dictator cannot or has not ordered and done this, but it is not confirmed hence its just a speculation. From the lead-out to the hungry dogs - its only natural progression. In my former home country the communists killed political prisoners with bats and sticks and fed them to the pigs in the labor camps, so dogs doesn't surprise me, though it is a not good way to go. Not at all.
