I believe so. They have about 50 million in cap space, so unless Rubio gets 30 Million plus, then they are limited by his early bird rights, not their salary cap.

I feel like Brooklyn's signing of Durant and Kyrie, along with the Improvement of the top teams in the East last year, only helps the Jazz in signing Bogdanovic. Indiana has no chance, in my opinion, to have a legit shot in the East now and at least if he signs with the Jazz, he'll know that there is a chance of a deep playoff run next season. That's if winning is important to him.
